Cuban Customs Price List 2023


Last 2022, important changes were introduced in customs regulations and resolutions 206 and 207 of 2014 were repealed, which until now had governed non-commercial imports.. For this function, resolution 175 of July 23, 2022 of the Head of Customs of the Republic of Cuba is established.. Likewise, resolution 176/2022 of the Head of Customs himself is issued, which establishes methods for determining customs duties for shipments of miscellaneous goods destined for natural persons, and resolution 204/2022 of the Ministry of Finance and Prices, the which sets the tariff rate for natural persons who receive non-commercial air, sea, postal and courier shipments in the national territory.

However, the determination of the value in Customs is maintained through one of the following methods:

  1. the Customs Declaration
  2. the purchase invoice
  3. the reference value determined by Customs
  4. the value-weight alternative (used to value the miscellaneous)


The substantial modifications that have been made for non-commercial importation by natural persons are:

  • Changes in import quantities and values
  • New Quantity/Value Table 2022
  • Modifications in the importation of unmanned aircraft
  • Update on the regulations for the importation of food of animal origin.
  • Update on the regulations for the importation of medicines.
For commercial imports made by legal entities, the Commercial Customs Tariff is modified, in accordance with that of the Harmonized Product Classification System (SACLAP 2022). As stated, this applies to commercial imports only authorized for legal entities, that is, companies, organizations, MSMEs, institutes, etc.. Natural persons can only carry out non-commercial imports, which are regulated by resolutions 175 and 176 of 2022 of the Head of Cuban Customs.

Prices of the First import of 2023 in the Customs of Cuba (only for permanent residents in the country)

The Preferential Rate is applied that maintains protection on the first import of the year, for permanent residents in Cuba. It is worth noting that we speak of a calendar year or calendar year, that is, from January to December.

This rate establishes that:
  • From 0 – 50.99 USD – free of charge
  • From 51.00 USD to 500.99 USD at 4% of the value in USD
  • From 501.00 USD to 1,000.00 USD at 8% of the value in USD

Prices of the second import of 2022 in the Customs of Cuba

The general rate is applied for permanent residents from their second importation and for the rest of the passengers in any of their importations.

This rate establishes that:
  • From 0 – 50.99 USD – free of charge
  • From 51.00 USD up to 500.99 USD at 100% of the value in USD
  • From 501.00 USD to 1,000.00 USD at 200% of the value in USD

Determination of Customs value

Decree Law 22 of 2020 ratifies the non-commercial nature of imports made by natural persons to the Island.. This determines that those products that are not prohibited for importation are allowed to enter the country; . Likewise, the decree dictates that all items to be imported must be declared, including those exempt from payment.

The tax payable on imported products is paid in Cuban pesos, calculated on the import value in US dollars and is based on an ad-valorem duty.. The ad-valorem duty is precisely the tax paid on imported items.. Said value is not linked to the price paid when acquiring the items, nor to their cost in the markets;

According to Decree Law 22-2020, Customs can use one of the following methods to determine the value of imported items:
  1. the Customs Declaration
  2. the purchase invoice
  3. the reference value determined by Customs
  4. the value-weight alternative (used to value the miscellaneous)
Natural persons have the right to import up to 1,000 pesos, apart from their personal effects.. This in weight would be 125kg, 25 for personal effects and 100 for importation.. But Customs values ​​according to weight only those considered as miscellaneous. But there are other items, which are not classified by miscellany, but rather their tax has been set in resolutions 206 and 207 of 2014 of the Customs. These products are paid based on a progressive rate that we explain later.

The most important thing when calculating the accounts is that the import consists of 25kg of personal effects, free of charge, and the rest of the items that cannot exceed 1000 pesos or 100kg.

Currently, there is rigorous control regarding the importation of products and articles to Cuba.. Consequently, Cuban Customs structured the quantities and specifications to import products in different categories.

For this reason, they created a list of articles that allows you to determine if their use is commercial or personal.. We tell you which products Cuba Customs allows to import and the quantities authorized for each traveler.

In addition, the importation by travelers upon entering the country or by shipping modality of up to 100 tablets and up to three bottles or tubes of the following medications is already allowed:
  • Amitriptyline (tablets)
  • Atropine (eye drops and bottles)
  • Diphenhydramine (tablets)
  • Dimenhydrinate (tablets)
  • Carbamazepine (tablets)
  • Desipramine (tablets)
  • Fluphenazine (tablets)
  • Homatropin (eye drops and bottles)
  • Imipramine (tablets)
  • Levomepromazine (tablets)

These medicines were prohibited or regulated to import until 2022.

Items prohibited for import or export

The prohibited medicines, pharmaceutical products and/or material/medical or dental resources are the following:

  • Ketamine;
  • Trihexyphenidyl;
  • Propofol;
  • Camilophine;
  • Lidocaine, Mepivacaine in bulbs, ampules or carpules;
  • Tetracaine, Procaine in bulbs or ampoules;
  • Chlorpromazine ampoule;
  • Atropine vial;
  • Papaverine ampulla;
  • Active ingredient of the “Yague” plant, Banistería Laurifolia;
  • Active principle of the plant "Campana", Genus Datura
  • Pharmaceutical products containing controlled substances repackaged in pharmacies or drugstores, in the form of magisterial preparations, pure active substances, understood as pharmaceutical raw materials, precursors and basic chemical substances
  • Psychotropic substances from list I of the 1971 Convention on psychotropic substances, as they lack therapeutic properties and their circulation for these purposes is prohibited internationally.
  • Narcotic drugs included in schedule IV of the 1961 Convention, even when their use is allowed in their country of origin or destination.
  • Blood products, human vaccines, antisera, microorganism strains, culture media, products obtained by genetic engineering and genetically modified organisms, as well as other biological products.
  • Equipment, devices and medical, dental, diagnostic laboratory and imaging materials that require medical intervention.
  • Radioisotopes for diagnostic use in vivo, radiopharmaceuticals and radioactive products used for diagnostic or therapeutic purposes.
  • Inputs defined as expendable material for human health
  • Any other medical product that may constitute a risk to human health

Regarding food:

  • Fluid milk and unpasteurized milk derivatives
  • Fresh, frozen, dehydrated or salted meats;
  • Semi-cooked and/or semi-finished meat products are understood to be hamburgers;
  • Meats from wildlife in any form of presentation

Also not allowed:

  • Plants or parts of them.
  • Fresh fruits, seeds and vegetables.
  • Earth or organic matter in any of its forms;
  • Agricultural products and other biological products in general,

  • Biological products in general.
  • Leather and handmade products without industrial processing.
  • Lobsters, in any kind, shape or quantity.

  • Trailers or trailers for light cars with more than 3 wheels and without their own propulsion
  • Electric mopeds, bicycles, skateboards and strollers, exceeding 50 km/h or 100 watts of power
  • Any type of literature, articles and objects that are obscene or pornographic or that are contrary to the general interests of the nation.
  • No type of cultural assets that are part of the Cultural Heritage of the Nation
  • Neither, handwritten books, incunabula (edited between the years 1440 and 1500)

Regulated medicines for import

The importation by international travelers is authorized, provided that it is in accompanied luggage, of pharmaceutical preparations that contain substances controlled by the International Convention on Narcotic Drugs of 1961 and the International Convention on Psychotropic Substances of 1971, provided that it is for the fulfillment of medical treatment.. For it:
  • In each case, it relates the quantities that can be transported, as well as the requirements and conditions that must be met.. (Annex 1 and Annex 2)
  • Defines the requirements that the Medical Certificate to present must meet.

Note : as a temporary exception you can import all the medicines, food and toiletries you want, exempt from payments and without limitations on value and quantity until June 30, 2022. This as long as they are not among the expressly prohibited items and are shipped physically separate from the rest of the luggage.

Cuban Customs price list for non-commercial imports by natural persons

Next, we present the list of prices for natural persons, the quantities and value set, in the Customs of Cuba, by the recent Resolution 175 of 2022 of the Head of Customs.

Chapter 1. Miscellaneous
In accordance with the legal provisions, the following items are classified as miscellaneous: footwear, clothing, food, personal hygiene and household items, jewelry, perfumery and similar items.. For the valuation of miscellaneous items, the weight-value alternative is used where one kilogram of miscellaneous items is equal to 10 pesos.. Chapter 8. Motor vehicles, their parts and accessories
Customs admits the importation as luggage of up to two (2) articles of the so-called electric mopeds with up to two seats or one (1) by way of shipments.

Customs admits the importation of motor vehicle parts and accessories, as long as the specific legislation allows it;

Regarding the "games, kits or sets" of parts, in the understanding that these by their nature or function, or the manufacturer's decision (packaging) constitute a game, Customs admits up to five (5) games, provided that they are import one of each type and the maximum number of units per set does not exceed what a vehicle requires for repair.

Chapter 11. Tools

Tariff price list for commercial importation of legal persons

On December 15, 2021, the Ministry of Finance and Prices and Commerce, together with the Ministry of Foreign Trade and Foreign Investment, issued Joint Resolution 1/2021, published in Official Gazette number six Extraordinary on January 14, 2021. 2022. Tax Payment Exception
